The EU's new funding program, Horizon Europe, obliges the recipients of funding to publish the knowledge gained from the project Open Access without exception. Transformation agreements are being concluded across Germany to offer scientists full access to journals and new opportunities for open access publication. Where does all this come from? As early as 2003, a declaration was adopted in Berlin that called for free access to scientific findings, also in terms of their subsequent use - and was even signed by Clausthal University of Technology. Since then, a lively Open Access landscape has developed, which at first glance is anything but clear.
